2013国际书画艺术争霸赛，是2003国际旅游娱乐 美食 艺术争霸赛而来，有10年历史。【打铁还需自身硬】艺术必要真功夫，【以崇高文化思想和艺术追求推动我国文艺繁荣发展】本着为世界各国书画艺术业国际同仁服务的愿望，让世界书画艺术行业同仁以书画交流，借书画艺术沟通的思想文化,提升世界艺术水平和艺术价值，力求为他们打造一个轻松和谐的提升别样天地，来尽情挥洒艺术才华,推动世界艺术文化发展,创新,服务人民。本次争霸赛是世界规模最大、层次最高、权威性最强、地域最广的书画艺术盛大赛事，旨在推动世界各国艺术文化大发展、大繁荣，促进人类社会文化的进步。

大赛规则及评选标准：
1、大赛本着公平、公正、公开现场的比赛原则
2、国际书画艺术作品标准规定为18字九级制度
18字分别为：“美；活；名；创；艺；德；精；气；神；新；特，奇；景；态；意；生；动；情。”
九级依次为：一级：书画艺术会员；二级：书画艺术家；三级：书画艺术大家；四级：书画艺术大师；五级：世界[国际]大师；六级：书画艺术泰斗；七级：顶级艺术大师；八级：一代宗师[世界顶级艺术巨匠]；九级：开创鼻祖。
3、国际艺术作品价值评判标准
达到以上18字中有3项的为艺术家；有5项的为大师；有7项的为国际大师(世界大师)；有9项的为世界巨匠，有11项的为世界顶级大师；有12项为世界顶级卓越大师；有14项为的世界顶级杰出巨匠。
书画家作品每平方英尺0.2万美金；书画大家作品每平方英尺1万美金；国际书画爱作品每平方英尺2万美金；世界大师作品每平方英尺3万美金，每多一项增加一万美金，以此类推。
现场书画会及颁奖仪式：2013年10月30日，大赛组委会将在张家界体育馆举办现场书画比赛，并请有关领导及大赛评委为获奖者颁奖。
参赛作品要求：
a、作品弘扬美好的审美情趣，具有一定的美术功底，并有：作品题目、作品阐释。
b、参赛作品必须是原创作品，已参加过其他比赛或公开发表过的作品不得参加本次比赛。
c、参赛作品请勿描绘特定人物、知名人物、企业组织或商标品牌，否则不予接受。
d、大赛组委会只接受作品原件，不接受复印件、打印件及电子作品。
e、参赛作品,版权归大赛组委会所有，作者享有署名权。
f、参赛作品一律不收参赛费和评比费，由大赛组委会统一收藏。
g、获奖作品将在国际书画艺术品展览交流中心展览展示。
h、获奖作品集成《2013世界书画艺术大师争霸赛获奖作品集》在社会各界公开发行。
i、入围奖以上的作者将推荐成为世界书画艺术卓越大师组织会员。
绘画作品：1、艺术作品（写意、工笔、书法，兼工带写）; 2、画作品（油画、水粉、水彩、版画）
参赛事项：本次国际书画艺术大师争霸赛主要分三步进行。
一是报名参赛的作品（三幅不同风格的作品）通过邮寄的方式寄至组委会，通过组委会评选后，合格者，将颁发2013国际书画艺术大师争霸赛参赛资格证。
二是获得参赛资格的书画家及书画爱好者，在规定的时间内报到，（食宿由大赛组委会免费统一安排）进行现场创作（在风景区自由创作一幅、在指定的地点指定的时间指定的资料创作一幅）。评选出的优秀作品将由组委会统一制作展览镜框和装裱作品（为保证画展质量，参展作品需通过主办方筛选，无筛选上作品将不通知作者本人）。
三是根据公众网络直播投票评选（25%）、现场竟卖数量与价位（35%）、评委,观众现场鉴赏打分 投票（40%）三项综合得分情况网上同步直播，作为最终的获奖结果依据，评出结果以后，将颁发大师证书。
